What you can actually build here
This is a Toronto garden-suite page for Etobicoke lots. The City's free "Made in Toronto" pre-approved garden plans apply — studio and two-bedroom — with heat-pump or forced-air options and three fire-access configurations. The building design has already been reviewed for the Ontario Building Code and zoning. You still apply for a building permit. Reviewers look at how the building sits on your lot.

The lot rules that stop a build
Same numbers as the rest of Toronto. From the City's pre-approved plan notes and Zoning By-law 569-2013 (as amended, including By-law 849-2025):
- Rear setback: 1.5 m. On lots deeper than 45 m, the greater of 1.5 m or half the suite height.
- Separation from the main house: 4.0 m if the suite is no taller than 4.0 m; 7.5 m if it is taller. Measured main wall to main wall. See plans.
- Side setback: if the side lot line does not abut a street and the wall has openings, the greater of 1.5 m and a share of the lot frontage, to a maximum of 3.0 m. Corner lots have their own rule — we confirm on the survey.
- Fire path: 1.0 m wide × 2.1 m high to the suite door if the suite is not sprinklered; 0.9 m × 2.1 m if it is.
- Travel distance: ≤ 45 m from a public street is the clean path. 45–90 m needs extra fire-safety measures the City accepts. Over 90 m is usually not permitted.
- One detached suite type per lot. Garden or laneway, not both.
Fire access, trees, and a hydro or gas meter in the path kill more Etobicoke projects than zoning does. We check those on the lot, not from a listing photo.
Instant zoning, then a real lot check
Etobicoke uses the Toronto map. Type an Etobicoke address on the feasibility page. We pull the zone code and tell you, in plain English, whether a garden suite is on the table. No email to see that result.
The map is not the build. Setbacks, the 4 m house separation, fire access, servicing, and trees still have to fit. After the zone code, we run the lot quiz and, if it still holds, a free site assessment.
Oakville, Brampton, and Burlington do not get an instant zone code on this tool.
Two ways to build
Same accountable team. Same finish standard.
Full custom — foundation-up on your lot. Typical 9–14 months. Best for irregular lots, heritage conditions, and a house you want the suite to match.
Modular crane-in — we pour the slab and run utilities while the unit is built on a factory floor. Typical 5–8 months. One crane day. Crane access from the street or a neighbouring yard has to work; we will tell you if the pick does not work before you pay for a module.
We do not pass stock photos off as completed Modular X jobs. Factory and jobsite footage is the record.
What it costs (illustrative)
A typical one-bed turnkey, including permits, is illustrated around $310,000. That is not a quote. Lot, servicing, trees, fire-access extras, and finish level move the number.
Toronto's Development Charge deferral for eligible rear-yard secondary dwellings can defer DCs (typically up to 20 years from permit). Etobicoke lots use the same program as the rest of the city. It is a deferral, not a grant. A title restriction is part of the paperwork.
Toronto does not refund the building permit fee the way Mississauga does. Confirm current fees on the City schedule at application.
